Andrew Ryan is the creator of Rapture. In the game's introduction, Jack first sees Ryan when an old-fashioned photograph montage plays over his voice (see quote above).

Andrew Ryan was a former Soviet citizen, and he immigrated to the US in 1919 after seeing his family killed by the state. His experiences in the USSR led him to his own personal philosophy: one could own what one earned.

While in the US he became a man with great fame and wealth. He was devoted to his new country until the various social programs instated in the 30's tested that devotion. One example of his battle with these programs was when the government tried to nationalize a large privet forest that he owned he burnt it to the ground before surrendering it. The final straw was the destruction of Hiroshima with the atomic bomb. As he saw it this was the corruption of one of his most precious ideals: that the "parasites" had used science and technology to destroy what they could not have.

In response to the bomb Ryan took his entire fortune and built his paradise, Rapture. As he says in the opening montage of the game it is a city where "the artist would not fear censorship, and the scientist would not be bound by petty morality.” He built his city in the only place that he thought the "parasites" could not find, the bottom of the mid-Atlantic. He filled the city with several thousand of the worlds best and brightest, including Bridgette Tenenbaum and Frank Fontaine.
