Sullivan, the head of security for Rapture. He followed Ryan's orders indefinitely, though often questioned the morality of them. Often hired as a hit man by Andrew Ryan himself, Sullivan was instructed to "bump" Fontaine. He was put in charge of searching for evidence against Fontaine's smuggling, though no evidence could be found.

Anna Culpepper, an aspiring artist who had offended both Ryan and Sander Cohen by making fun of Cohen's role as a propaganda mill, was killed by Sullivan in her apartment while taking a bath. Afterward, Sullivan presumptively turned in his badge when Ryan introduced the Death Penalty to Rapture.
